Meet Bill
My name is Bill Rhyne, and I’m running for Sheriff because I believe in something greater than a title—I believe in service. “A Commitment to Community through Experience” is more than a campaign message; it’s been the foundation of my career.
I was born and raised in northern Spartanburg County and graduated from Chapman High School. This community shaped me. It gave me my start, my values, and my purpose. After high school, I answered the call to serve by joining the United States Marine Corps. I carried those lessons of discipline, loyalty, and honor back home, where I’ve spent nearly three decades working to protect and serve the people of South Carolina.
My law enforcement career began with the Spartanburg County Sheriff’s Office, serving over four years, primarily as a Resident Deputy focused on community-oriented policing. It was there that I first saw how law enforcement, when done with compassion and consistency, can truly strengthen the community. I saw the difference it makes when law enforcement is part of the community, not above it.
I later joined the South Carolina Highway Patrol, serving throughout the Upstate. From the ACE Team motorcycle unit to my role as Public Information and Community Relations Officer across five counties, my work was always rooted in visibility, transparency, and connection. I rose through the ranks, eventually retiring as a Lieutenant and Executive Commander overseeing Community Relations, Recruiting, Public Information, Department of Education, and Freedom of Information.
After retirement, I took on the role as Director of Training for American Services, and later, as a result of a change in the law, was given the opportunity to return to the Highway Patrol as Community Outreach Coordinator. I’ve never stopped believing that when law enforcement listens, engages, and works hand-in-hand with residents, real progress is possible.
I live in Pauline with my wife Melanie, who I’ve been blessed to share the past 14 years with, and we have three adult children. I was previously married for 12 and a half years, until my first wife Mandy, passed away after a long, brave battle with breast cancer. Watching her fight that disease shaped me in ways I can’t put into words. It taught me about strength, perspective, and compassion, qualities I bring with me into every part of my life.
I’m an avid motorcyclist and hunter, I enjoy the outdoors and the simple values that come with them, patience, discipline, and appreciation for the world around us. My family and I attend First Baptist Spartanburg, where my faith remains a steady guide in both life and leadership. It’s also where I found peace and direction when I felt a burden placed on my heart: a burden to run for Sheriff.
That burden didn’t come with promises or guarantees, just a responsibility. A responsibility to step up for the people I’ve lived with, worked with, and served for over 29 years. I don’t take this step lightly. I know the work, I know the weight, and I know the heart it takes.
This campaign isn’t about politics. It’s about people. It’s about making sure our communities are safe, heard, and respected. It’s about being present, well-reasoned in our actions, and building a Sheriff’s Office that truly serves every corner of Spartanburg County.
