Bill Rhyne For Sheriff

Deputy Pay & Morale

Our deputies deserve more than just thanks.

They deserve to be paid fairly, led well, and supported consistently.

Fair Compensation for Exceptional Service

Spartanburg County is growing, faster than almost any other county in the country, yet our deputies are being asked to do more with less. The current pay scale is no longer competitive.

  • Greenville County and the SC Highway Patrol currently offer entry-level salaries approximately $7,000 higher than our Sheriff’s Office.
  • The Highway Patrol is also offering a $10,000 signing bonus to work right here in Spartanburg County.
  • Meanwhile, Spartanburg County leads the state in population growth, with a rate of 2.95% annually, far surpassing Greenville’s 1.97%. (Source: WSPA)

To recruit and retain the best law enforcement professionals, we must pay them for the value they bring. This is inclusive of both Deputies on the road and the Detention Center.

As Sheriff, I will:

  • Immediately engage County Council to begin reviewing and restructuring the current deputy pay scale.
  • Develop a multi-phase compensation plan that brings Spartanburg County in line with or ahead of neighboring agencies.
  • Ensure pay realignment across all ranks, not just new recruits, so that experience and service are respected and rewarded.

This won’t happen overnight—but it will begin on Day One.

Restoring Morale Through Servant Leadership

Fair pay is critical—but money alone won’t fix morale. In survey after survey, officers report job satisfaction remains high, but morale is low. Why? Because:

“People don’t leave jobs. They leave leadership.”

That’s why I pledge to lead with servant leadership, the kind that puts people first, listens, supports, and inspires.

To the men and women of the Spartanburg County Sheriff’s Office:

I’ve gone from having a servant’s heart to being a servant leader, and I see my role as a responsibility to serve you, so that we can serve this county together.

As your Sheriff, I will:

  • Lead by example, not from behind a desk.
  • Set clear expectations and foster open communication.
  • Inspire, motivate, and empower our deputies to grow as professionals and leaders.
  • Create a culture of accountability and respect that starts at the top and reaches every rank.
  • Support mental health, fitness, and wellness as essential to our performance and longevity.

When people know they are valued and supported, they perform at their best.

Culture Change from the Inside Out

I believe that when leadership genuinely cares about the people it serves, those people begin to care just as deeply in return.

This is how we transform culture from the inside out.

  • Better leadership leads to stronger morale.
  • Stronger morale leads to better retention.
  • Better retention builds a more experienced, connected, and trustworthy department.

And when we build that, recruitment starts to take care of itself.

A Vision of Leadership That Puts Deputies First, So They Can Put the Community First

To my fellow citizens of Spartanburg County:

These men and women show up to serve you every day, sometimes at great personal cost. Let’s show up for them.

Through competitive compensation, bold leadership, and a culture of support, we will give our deputies the resources, respect, and recognition they need to thrive.

Because a stronger Sheriff’s Office means a safer, more united Spartanburg County.
