Accountability isn’t just a principle, it’s a responsibility. As Sheriff, I will hold myself and my entire agency to the highest standards because true leadership starts and ends with accountability. It’s the foundation for public trust, safety, and effective service.

Why Accountability Matters

Accountability is more than internal discipline. It is the engine of integrity in law enforcement. It:

  • Protects the public
  • Upholds the integrity of the badge
  • Builds lasting trust between deputies and residents
  • Promotes transparency and open government
  • Identifies and addresses misconduct before it becomes crisis
  • Drives fiscal responsibility and ensures tax dollars are spent wisely

 

The Three C’s of Accountability

We will embed Clarity, Communication, and Consequence throughout the Spartanburg County Sheriff’s Office:

  • Clarity – Every deputy, civilian employee, and leader will have a clear understanding of their roles, responsibilities, and expectations. No confusion, no grey areas, just clear guidance.
  • Communication – We will create a culture of consistent and honest communication, both internally and with the public. Miscommunication breeds mistrust. We will foster dialogue that unites, not divides.
  • Consequence – Accountability includes both positive recognition and corrective action. We will celebrate excellence and address errors with fairness and consistency. Everyone, including the Sheriff, will be held to the same standard.

 

Action Plan for Reform and Responsibility

 Agency Reorganization

We will realign the department to better serve today’s community needs and comply with Department of Justice best practices, including correcting outdated span of control ratios. Leadership will be structured for agility, accountability, and access.

 Culture Shift

Our agency will evolve from reactive, enforcement-heavy policing to proactive community engagement. This means listening first, preventing crime through relationships, and being visible in the neighborhoods we serve.

 Transformation

We will empower leaders at every rank to take ownership of their roles. Deputies will be more than enforcers, they will be problem-solvers, educators, and community ambassadors. Leadership isn’t a title; it’s a responsibility.

 Fiscal Responsibility & Transparency

Taxpayers deserve to know where every dollar goes. I will:

  • Publish quarterly public reports on budget allocation and spending
  • Conduct annual audits
  • Align resources with frontline and community-focused priorities
    This is your money, and your safety. You have a right to both.

Accountability is not optional. It is the standard this community deserves. Under my leadership, the Sheriff’s Office will be honest, transparent, and responsible, from top to bottom.
